DNRC - SPA124 - EA-Clearwater Culvert Upgrade FWP-DN-FSH-124-R2-25-017

This project involves stream permitting associated with replacement and improvement of a culvert by Montana DNRC on an unnamed tributary of the Clearwater River near Seeley Lake, MT. The replacement will be installed per Best Management Practice (BMP) standards and is planned for summer of 2025. The proposed project will replace and upgrade a single culvert to improve hydrologic functionality and reduce risk of culvert and road failure.

Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2), will not have significant adverse impacts on the human environment and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary. The project will allow DNRC to implement a planned culvert replacement in the Clearwater Watershed as described in the permit application and under conditions listed in the SPA-124 permit.

FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.

The special condition is:

• Disturbed areas shall be replanted with appropriate grass seed mixes and/or sod mats, with USFS BMP standards met.
