Decision Notice Newlan Creek Reservoir FAS-FWP

On January 29th, 2025, Montana Fish, Wildlife & Parks (FWP) issued a draft checklist environmental assessment (EA) for a proposed lease agreement and improvement project at Newlan Creek Reservoir Fishing Access Site (FAS), located north of White Sulphur Springs, MT.

The Newlan Creek Reservoir has been managed by FWP as a Fishing Access Site under a lease agreement since 1997. FWP is proposing a new 25-year lease agreement for continued management of the site. Further development of the FAS would need to follow the lease agreement to provide for operational efficiency, site stewardship, and to meet the desires of the lessor, FWP and the recreating public. The improvement proposal consists of developing the undeveloped portions of the property for day use and overnight opportunities.

Based on the environmental review provided in the Draft EA, and in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action will not have significant adverse impacts on the human environment associated with the proposed action and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an EIS is unnecessary.  

With this action, FWP hereby adopts the Draft EA as final and approves the Alternative 2, the proposed action.

The lease agreement will be presented to the Montana Fish and Wildlife Commission at the August 21st meeting.
