SPA 124 Permit Decision Notice: Willow Creek Road bridge repair

The Carbon County Board of Commissioners is proposing to do repair work on the Willow Creek Road bridge in Carbon County. The Willow Creek Road bridge provides access to the homes of the residents who live in the surrounding area and agricultural producers. Action must be taken to protect the integrity of the abutment to prevent further degradation of the bridge.
Although the Willow Creek Road bridge is in stable condition, its west and east abutments have incurred significant flood scour damage. The Montana Department of Transportation’s most recent bridge inspection report dated May 1, 2024, rated the overall bridge condition as poor, largely due to scour under both abutments. A vac truck will be used to clear out silt and debris from underneath the bridge and the damaged abutments. The vac truck is equipped to remove the built-up silt and debris from underneath the abutments and contain it, thus preventing any major turbidity from occurring. After the preparation work is completed, forms will be installed around the 32-foot-long bridge abutments and concrete will be pumped until the voids. This work will also be performed from the road/bridge.
Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2), will not have significant adverse impacts on the human environment associated with the proposed action and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary.
FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
