Title

Grant Creek Channel and Floodplain Reconstruction SPA 124 Permit Decision Notice

Introduction

Content

The project, proposed by the City of Missoula, involves channel and floodplain construction on a 1.3-mile reach between the West Broadway and Mullen Road crossings. The proposed project will mitigate historic degradation related to relocation and straightening of the Grant Creek channel and floodplain on a segment that lies immediately downstream (south) of West Broadway in Missoula. The project will be implemented to improve natural hydrologic and riparian function, while providing adequate flood capacity near a series of proposed residential and infrastructure developments.

Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2) will not have significant adverse impacts on the human environment and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary. The project will allow the City of Missoula to implement planned stream and floodplain reconstruction activities on lower Grant Creek.

FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
