This EA involves stream permitting associated with Missoula County Public Works’ proposal to complete repairs on existing bridge abutments and sills, but does not require that heavy equipment enter the active stream channel. This project will be completed to address repair needs identified by the Montana Department of Transportation (MDT). The proposed project will mitigate natural wear and bridge stability issues at the Owl Creek crossing. New abutment and sill materials are proposed to replace those that are failing to mitigate bridge safety concerns and allow Placid Creek Road to remain open without vehicle weight restrictions.
Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2) will not have significant adverse impacts on the human environment and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary. The project will allow the Missoula County to implement planned bridge repairs on Owl Creek.
FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
