SPA 124 Permit Bass Creek at Watt Lane Culvert Replacement Decision Notice FWP-DN-FSH-124-R2-25-004

The Ravalli County Road and Bridge Department has applied for a Montana Stream Protection Act 124 Permit to replace a failing culvert crossing at the intersection of Bass Creek and Watt Lane north of Stevensville, Montana. The project would replace the existing double culverts with a single arch culvert with a 11’ 4” wide opening. The project is scheduled to occur in early spring or fall of 2025 during low flow conditions. Replacement of the crossing should improve flow and debris movement at the site as well as allow for unrestricted upstream and downstream fish passage.

Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2) , restoring the road and stream crossing consistent with best management practices, will not have significant adverse impacts on the human environment associated with the proposed action and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary.  

FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
