Decision Notice

The EA involves stream permitting associated with a comprehensive restoration and access management project along the Clark Fork River through the City of Missoula. The project involves construction of defined, hardened public access points and bio-engineered remediation of numerous existing user-created trails within the overall reach. This project is proposed by the City of Missoula Parks and Recreation Department. The proposed project will mitigate anthropogenic degradation of Clark Fork River banks caused by user-created access routes and expanding recreational pressure. This will be accomplished through construction of a limited number of defined, hardened public access points, combined with bio-engineered remediation of numerous other riverfront sites impacted by recreationists.

Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2) will not have significant adverse impacts on the human environment and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary. The project will allow the City of Missoula to implement planned river access and restoration improvements along the Clark Fork River through Missoula.

FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
