Dexter and Blue Ghrotto Culvert Replacement

Decision Notice
Dexter and Blue Grotto Spring Creeks are both tributaries to Meadow Creek in the headwaters of Rock Creek, near Philipsburg. Each of the crossings of these creeks on Forest Road 5141 are undersized and aging. The US Forest Service will replace these culverts with larger bottom-less arch culverts which are sized to pass the 100-year flood event. These culvert replacements will be very beneficial to these streams by providing more flood capacity and allowing the road to be maintained through much higher flow events. Both culverts will also provide better fish and amphibian passage during both baseflows and flood events.
Based on the environmental review provided in the Draft EA, and, to the greatest extent possible, in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2) will not have significant adverse impacts on the human environment and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an environmental impact statement or EIS is unnecessary. Allowing the US Forest Service to install properly sized culverts will provide better fish and amphibian passage while also improving road longevity by improving flood capacity and sediment transport.
FWP hereby adopts the Draft EA as final and approves Alternative 2, the Proposed Action.
