Decision Notice Weatherwax Fish Transfer EA

Montana Fish, Wildlife & Parks (FWP) is proposing to transfer nonhybridized westslope cutthroat trout (WCT) to the fishless headwaters of Little Camas Creek (Smith River drainage) from Weatherwax Creek (Judith River drainage). Presently, the WCT population in Weatherwax Creek is at high risk of extirpation because of hybridization with nonnative rainbow trout and competition from nonnative brook trout. The section of Little Camas Creek where WCT will be introduced is entirely within the Helena-Lewis and Clark National Forest, Townsend Ranger District above a perched culvert that isolates the upper 2.4 miles of fish habitat from downstream nonnative fish populations. WCT from Weatherwax Creek would be individually genetically tested prior to transfer to Little Camas Creek. Nonhybridized WCT from Weatherwax Creek would be collected by backpack electrofishing. Little Camas Creek would receive WCT by direct transfer of juveniles and adults. Transfers would likely occur over several years (1-3 years depending on wild collections/genetic results) to maximize total number of nonhybridized WCT for transfer to Little Camas Creek. Montana FWP is considering the proposed action to prevent the loss of a unique genetic lineage of WCT native to north central Montana, expand the current range and add stream mileage to the WCT conservation goals for the Smith River subbasin, and reduce the likelihood of listing of WCT under the Endangered Species Act (ESA).
Based on the environmental review provided in the Draft EA, and in accordance with all applicable laws, rules, regulations, and policies, FWP determined the proposed action (Alternative 2), will not have significant adverse impacts on the human environment associated with the proposed action and constitutes a reasonable and appropriate strategy to achieve identified objectives. Therefore, preparation of an EIS is unnecessary. FWP hereby adopts the Draft EA as final and approves the Alternative 2, the proposed action.
With this DN, FWP hereby adopts the Final EA, without modifications, and approves the proposed action.
