The attached Decision Notice has been prepared for the acquisition of a gift water right from Mr. Ed Hillman on the Shields River. The proposed acquisition would be used to benefit in-stream flow and fisheries in the Shields River. Nine public comments were received during a 30-day comment period ending March 18, 2008. It is my decision to not proceed with the proposed project.
