Statewide Integrated Noxious Weed Management Plan
Public Comment is requested for the attached Statewide Noxious Integrated Noxious Weed Management Plan. The Plan has been prepared to guide ecologically based integrated weed management strategies on FWP managed lands that strengthen and support national, state, tribal, city, and county vegetation management objectives. This document was developed to meet state statute (7-22-2151, MCA), and provide guidance and direction to FWP while maintaining flexibility for local priorities and actions within FWP Regions. Proposed Rules to Close Public Water in a Fire Emergency
The proposed rules are necessary to promote public safety and prevent delay of firefighting efforts by delegating the Fish, Wildlife, and Parks Commission authority to the Director of the Department of Fish, Wildlife, and Parks. By delegating this authority, the commission is assured that the public safety will be provided for and firefighting efforts will be expedited when a fire emergency occurs.

Introduction of Westslope Cutthroat Trout to Elkhorn Creek, Gallatin River Drainage Decision Notice
The attached Decision Notice has been prepared for the Introduction of Westslope Cutthroat Trout to Elkhorn Creek, Gallatin River Drainage. This project proposes to introduce native westslope cutthroat trout (WCT) into Elkhorn Creek, a fishless stream in the Gallatin River drainage near Big Sky, MT. The project is designed to increase the overall distribution of WCT, a rare native species in the upper Missouri River drainage, and to preserve the genetic legacy of local “at risk” populations. Two public and one agency comments, all supportive, were received during a 30-day comment period ending June 11, 2007. It is my decision to proceed with the proposed project with no changes to the Draft EA. Poker Joe FAS Site Improvements Decision Notice
Montana Fish, Wildlife & Parks (FWP) issued a decision notice on March 24 to implement site improvements at the Poker Joe Fishing Access Site (FAS) on the Bitterroot River between Florence and Stevensville. The notice came at the end of a 30-day public comment period. Planned site improvements include adding gravel parking areas to accommodate up to 12 vehicles and installing a latrine. Draft EA of the SH Dam Removal

Dunham Creek Riparian Enhancement Project
The Future Fisheries Improvement Program is proposing to provide partial funding to a floodplain and riparian restoration project located on a reach of Dunham Creek, a tributary to Monture Creek within the Blackfoot River drainage. The intent of the project is to restore the riparian vegetative community and enhance habitat for westslope cutthroat trout and bull trout. The project site is located approximately 9 miles northwest of the community of Ovando in Powell County

Enders Spring Creek Channel Restoration Project
The intent of the project is to enhance spawning, rearing and over-winter habitat for salmonids and increase recruitment of fish to the North Fork and main stem Blackfoot rivers. The proposed project potentially could contribute to the recovery of bull trout, a species listed as threatened under the Endangered Species Act. This proposed project is located approximately 4.5 miles east of the town of Ovando in Powell County.

Rotenone Treatment of Tunnel Lake
FWP proposes to treat Tunnel Lake and a tributary stream in April 2008 with rotenone to remove an expanding white sucker population and restock the lake to create a mixed fishery including hatchery westslope cutthroat trout and transplanted Arctic grayling. This action will provide a better growing environment for westslope cutthroat trout and Arctic grayling to improve recreational angling opportunity. Netting surveys conducted when white suckers were absent or in very low numbers indicate Tunnel Lake can produce cutthroat trout up to 17 inches in length. Tunnel Lake is a natural pothole lake 14.1 surface acres in size that receives water seepage from the Pishkun Supply Canal. It is located approximately 20 miles southwest of Choteau, MT. Tunnel Lake has historically provided quality recreational angling for cutthroat trout, rainbow trout and Arctic grayling. Tunnel Lake was rehabilitated with rotenone in 1956 and 1968 in an attempt to remove sucker populations. Survival and growth of stocked rainbow and cutthroat trout have been very poor in recent years.

Locke Creek Fish Passage Enhancement Project
The Program tentatively plans to provide partial funding to a project calling for enhancing upstream fish passage through a railroad culvert located near the mouth of Locke Creek, a tributary to the Yellowstone River. Upstream fish passage would be enhanced by modifying the channel profile downstream of the culvert with a series of step pools created with the installation of a series of rock weirs. The intent of the project is to improve upstream fish passage for Yellowstone cutthroat trout, a species of special concern in Montana. This proposed project is located approximately 12 miles east of the city of Livingston in Park County.

Feeder Creek Culvert Replacement Project
The Program tentatively plans to provide partial funding to a project calling for the replacement of an undersized and perched culvert under County Road #176 on Feeder Creek, a tributary to Kilbrennan Lake. The intent of the project is to provide upstream fish passage for redband rainbow trout residing in the Kilbrennan Lake, opening about 0.5 miles of stream for spawning and rearing. This proposed project is located approximately 8.5 miles north of the town of Troy in Lincoln County.

East Fork Bull River Channel Restoration Project

Cottonwood Creek Irrigation Diversion Improvement Project
The Program tentatively plans to provide partial funding for a project calling for the replacement of an antiquated and failing irrigation diversion located on Cottonwood Creek, a tributary to the Shields River, with a new structure that does not leak and allows for upstream fish passage. This proposed project is located on a diversion owned by Bruce Arthun approximately four miles northeast of the town of Clyde Park in Park County.
