Montana Fish, Wildlife & Parks (FWP), Region One, has written a draft environmental assessment (EA) for the purpose of developing the Lower Flathead River Fishing Access Site (FAS) using funds from fishing license dollars. The site is approximately five miles SE of Paradise, Montana, in Sanders County. The draft is out for a thirty-day public review through December 24, 2007; a copy is attached. The attached Decision Notices (2) have been prepared for proposed habitat enhancement projects for fluvial Arctic grayling in the Big Hole River. The fluvial Arctic grayling population in the upper Big Hole watershed is threatened by low quality habitat and low instream flows. Montana Fish, Wildlife & Parks is proposing enhancing habitat at two locations on approximately seven miles of the Big Hole River. Four public comments were received during a 30-day comment period ending October 30, 2007. It is my decision to proceed with the proposed projects with no changes to the Draft Environmental Assessments. To grant funds to Great Falls Trap and Skeet Club GFT&SC for a Shooting Range Development Grant project. The range is located at 183 Ulm North Frontage Rd., Ulm, MT, in the SW ¼ NW ¼ of Sec. 34 & in the SE ¼ NE ¼ of Sec. 33; T20N, R2E P.M.M. Cascade County, Montana. This Project tentatively plans to provide $10,995 in partial funding towards 1) replace and relocate shotgun Pattern board; (2) purchase three automatic trap machines; (3) re-grade and replace 270 feet of sidewalk; (4) install 7 connecting sidewalks to Trap Fields; (5)install a 1500 gallon cistern; and (6) purchase three wireless voice calls.

Montana Fish, Wildlife & Parks (FWP) invites the public to comment on its proposal to direct federal funds toward the purchase a conservation easement on about 7,839 acres southwest of Lincoln at a cost of about $5,356,000. Five Valleys Land Trust would be the easement holder. FWP’s purposes for procuring federal funds for this acquiring the conservation easement are to protect habitat for native fish and wildlife. A Draft Environmental Assessment (EA) will be available for review and comment beginning Monday, November 19, 2007. Montana Fish, Wildlife & Parks proposes to trap wild Merriam’s turkeys from eastern Montana and transplant them to the Missouri River area south of Ulm, Cascade County, Montana. Wild turkeys currently do not inhabit the area. FWP is partnering with area Landowners and the National Wild Turkey Federation on the project. FWP expects that 25-75 turkeys might be initially transplanted, possibly followed by 2-3 subsequent transplants of similar magnitude over a 3-year period. The purpose would be to provide additional wildlife viewing, improve hunting opportunities and increase species diversity in the area.

Fish, Wildlife & Parks (FWP), Region One, has completed an environmental assessment (EA) for the purpose of reducing fish loss at the Young Creek irrigation diversion, located approximately 11 miles northwest of the town of Eureka in Lincoln County, Montana, by installing a fish screen. One collective comment in favor of the project was received from five landowners who use this irrigation system. Based on the analysis in the draft EA and comment received, it is recommended that the proposed project be implemented. There were no changes to the draft; therefore, the draft becomes the final EA. A copy of the decision notice is attached for your information.
