The enclosed Decision Notice has been prepared by Montana Fish, Wildlife & Parks (FWP) for the proposed acquisition and improvements at Scotty Brown Bridge FAS. Eleven public comments were received during the 30-day comment period ending April 23, 2007. After review of comments, FWP proposes to proceed with Alternative C to exchange approximately 7 acres of land it owns in Powell Co for approximately one acre of private land adjacent to the Blackfoot River for inclusion in the Fishing Access Site program. The proposed exchange would place land ownership and management under FWP and calls for a parking area redesign that would accommodate four vehicles and trailers. Two additional parking spaces could be added at a later date, and a hand launch boating access would also be available at the site. As part of the agreement, the old county road right-of way associated with the previous Scotty Brown Bridge would be formally abandoned. This decision requires FWP Commission approval at the May meeting. (Decision Notices - 04/30/2007)
An Environmental Assessment (EA) has been prepared for the Bannack State Park Road Maintenance Project. Montana Fish, Wildlife & Parks proposes to improve the condition of the by-pass road in Bannack State Park through reshaping, widening, fixing drainage issues, removing vegetation, and adding a shoulder in areas. Event parking would also be expanded by enlarging the existing overflow lot and adding a bus pull-out. As part of the same project, various erosion control measures would be implemented on an eroding hillside underneath a historic water flume, and barbs installed in Grasshopper Creek.
This Draft EA is available for review in Helena at FWP’s Headquarters, the State Library, and the Environmental Quality Council. It also may be obtained from FWP at the address provided above, or viewed on FWP’s Internet website: http://www.fwp.mt.gov .

It is my decision to proceed with a reduced trail improvement project than was presented in the Environmental Assessment. This will involve the construction of the proposed Campground Loop Trail. Construction of this trail will add an additional 1.5 miles of new trails in the park. The proposed construction of the Sheep Gulch Trail has been dropped from consideration in order to align with management direction provided in the Lewis & Clark Caverns Management Plan.
