The enclosed Decision Notice has been prepared for the Black Sandy State Park Improvement Project. This project includes paving the interior road and camp spurs at Black Sandy State Park. Another component of the project is to add electrical pedestals to 29 of the 33 campsites. Seven written and four verbal public comments were received during a 30-day comment period ending July 27, 2009. This Draft EA is available for review in Helena at FWP’s Headquarters, the State Library, and the Environmental Quality Council. It also may be obtained from FWP at the address provided above, or viewed on FWP’s Internet website: http://www.fwp.mt.gov . It is my decision to proceed with the proposed project, with no changes to the Draft EA. The enclosed Decision Notice has been prepared for a proposed riparian and pasture fencing project that will enhance habitat for fluvial Arctic grayling on the North Fork of the Big Hole River. The fluvial Arctic grayling population in the upper Big Hole Watershed is threatened by impaired habitat and instream flows. Montana Fish, Wildlife & Parks is proposing to construct approximately 10.5 miles of riparian and pasture fence that will provide the infrastructure to implement a grazing management plan and improve habitat on the North Fork of the Big Hole River, an important tributary for the Big Hole Arctic grayling population. One public comment was received during a 14-day comment period ending August 21, 2009. It is my decision to proceed with the proposed project with no changes to the Draft Environmental Assessments. On May 28, 2009, the Fish, Wildlife and Parks Commission (commission) published MAR Notice No. 12-352 pertaining to the public hearings on the proposed amendment, adoption, and repeal of the falconry rules at pages 792 of the 2009 Montana Administrative Register, Issue Number 10. The commission adopted the attached changes to the falconry rules.

Montana Fish, Wildlife & Parks (FWP), Region One, has completed an environmental assessment (EA) for the Hay Creek Fisheries Conservation Management Plan for the purpose of establishing and implementing a management plan for 53 acres of land acquired by FWP in June of this year located along Hay Creek in the North Fork Flathead Basin in Flathead County. During a 3-week public review, only one written comment was received, requesting additional clarification on planned uses for the parcel. With no other comments, suggestions, or objections to the plan, the Hay Creek Management Plan will be accepted as written.
