The enclosed Decision Notice has been prepared for the proposed “Renewal of Agricultural Leases on the Canyon Ferry Wildlife Management Area.” This proposal addresses the renewal of existing agricultural leases for the next 5-year lease period (2009 – 2014) on the Canyon Ferry Wildlife Management Area near Townsend, MT. No public comments were received and only one comment was received from another State agency during a 30-day comment period ending May 20, 2009.
It is my decision to proceed with the proposed project, with no changes to the Draft EA.

The Billings Trap Club notified FWP on 5/12/2009 that construction plans for the ADA portion of the grant has been modified to include the excavation of a hill adjacent to traps 7-12. This action will remove approximately 5,800 cubic yards of dirt that will be used as fill on the property below trap 4. The modification will also replace buried electrical lines to all the traps; asphalt two ADA 20 x 40 ft parking pads; level and gravel a 90' x 650' parking area; constructing a 8' x 1,400' asphalt walkway; construct concrete retention walls; and modify three traps to "fully" wheel chair accessible. Region 2 of Montana Fish, Wildlife & Parks (FWP) has completed an environmental assessment (EA) and issued a Decision Notice for its proposal to enter into lease agreement for up to 5 years with current owners for a building adjacent to Traveler’s Rest State Park and the 1.3 acres it occupies. Leasing this building would allow FWP to create parks administrative offices, in order to establish a local presence in the Bitterroot Valley to oversee the day-to-day management for both Travelers’ Rest and Fort Owen State Parks. Based on analysis of the EA and public comment received during the 21-day public review, Alternative B, to enter into the lease agreement, was found to be the preferred alternative. The draft EA together with this Decision Notice, which addresses comments submitted during the public comment period, will become the final document for this proposal. An Environmental Assessment (EA) draft has been prepared to implement an agricultural lease on a small portion of the Big Lake Wildlife Management Area (WMA). The purpose of the lease is to formalize a reciprocal agreement with a local rancher to mow grass on an access road to reduce fire fuels in exchange of receipt of cut hay and grass for use on his ranch.
