State Park employees are a frugal bunch. Consider, for example, Don Morris and Ray Swartz, parks maintenance staff in Region 4, out of Great Falls. When they observed that the single bid received for parking lot improvement at the regional headquarters was high, they took it upon themselves to do the job.
