The Management Plan is now under internal review and will be presented to the FWP Commission March 2010. The final adopted plan will be available for viewing on this Web site.

Nearly 10 years ago, Montana Fish, Wildlife & Parks completed the first Upper Missouri River Reservoir Fisheries Management Plan. The plan set the management direction for 2000–2009 by providing specific fisheries goals and strategies on Canyon Ferry, Hauser and Holter reservoirs and on the Missouri River sections in the system.

In 2009, FWP reexamined, updated, and identified existing and new issues and goals related to the Upper Missouri River Reservoir system. The new Upper Missouri River Reservoir Fisheries Management Plan will provide the framework for monitoring and evaluating fisheries management on Canyon Ferry, Hauser, and Holter reservoirs as well as the Missouri River from Toston to Canyon Ferry and the river section below Hauser Dam. This web page provides an overview of the planning process and identifies opportunities for the public to continue to engage in the process.

Public Involvement Opportunities

The opportunity for public comment on the draft Upper Missouri River Reservoir Management Plan 2010-2019 has passed. The comment period ended October 23, 2009. [Read the plan]

The workgroup will participate in the effort to identify, define, and recommend fish management and regulation approaches on Canyon Ferry, Hauser and Holter reservoirs and on the Missouri River section below Hauser Dam.

Guiding Principles

  • The Upper Missouri River angling and recreation community includes warm- and coldwater anglers, ice-fishing anglers, fisheries managers, outfitters, public-land managers, private landowners, local businesses, local governments, and other interests.
  • Montana's fisheries are held in trust by the State of Montana for the enjoyment of all.
  • The Upper Missouri River's three- reservoir system is to be managed as a high-quality, cost-effective, year round multi-species fishery with high levels of angler satisfaction.
