Otter Creek Fishing Access Site is located on the Yellowstone River 454 miles from the mouth on the left hand side as you face downstream.  Grey Bear is the next access site upstream from Otter Creek.  Pelican is the next site downstream from Otter Creek.  Otter Creek is one of 55 FWP managed sites on the Yellowstone River.
